Both are master's degree courses, MBA is when you get to study in a university affiliated college, you are awarded MBA. While PGDM is given by autonomous Institutions which are not affiliated to any University. For example B-Schools like IIMs, XLRI, LIBA, Great Lakes, SP Jain are autonomous colleges they have no power to offer MBA degree.

In India only Universities including deemed Universities can give degrees, autonomous colleges can give only diplomas.

Usually PGDM is better, but colleges like FMS Delhi affiliated to Delhi University gives MBA.

No one but colleges can offer MBA: In India just those administration foundations which are partnered to a college can offer a MBA degree. Hence founds like NIMT Institute of Hospital and Pharma Management and NIMT Institute of Management can offer MBA degree, as they are subsidiary with Mahamaya Technical University and Rajasthan Technical University separately. Likewise IIMs, however being the best of the parcel, can't offer MBAs as they are not partnered with any college. Organizations which are not subsidiary to college are independent and can offer PGDM (Post Graduate Diploma in Management) degree. Be that as it may, these projects are endorsed by administrative bodies, for example, AICTE.
